A ballast can be seen as an energy regulator that switches on the lighting. Is there a starter in the fixture? Then this is a conventional ballast (EM). An LED tube is able to provide the same amount of light as a fluorescent tube using far less energy. This Philips LEDtube EM High Output, for instance, has a lumen-to-watt ratio of 159 which is almost double that of an average fluorescent tube that only has a ratio of 85.
Energy-efficient replacement

Easy installation
This LED tube has the same G13 caps as a fluorescent one which means it can be used as a direct replacement. Note that it's only suitable for fixtures that have a conventional ballast and even comes complete with the starter you need! This tube is 150 cm long.
Beam angle of 160º
Fluorescent tubes distribute light over 360º which means light is also directed upwards where it's not needed. This LED tube, on the other hand, has a beam angle of 160º. This means light is only directed downwards and to the sides where it's needed most.
Cool white - 4000K
